Never let it be said that the International Cricket Council (ICC) is a governing body that learns from its mistakes. Five years ago, having already taken the decision to shrink their flagship 50-over World Cup from 14 competing nations to just 10, they then showed how little they thought of the final qualifying tournament by failing to support it with adequate technology.

That meant there was no DRS (Decision Review System) in place for the 10-team event, held in Zimbabwe, that would decide who would take the final two places for the 2019 World Cup that would eventually be won by hosts, England.
